With the signing of the "Declaration of Independence" by the National Council of Azerbaijan on May 28, 1918 in the tense socio-political conditions in the Caucasus, the Azerbaijan People Republic, the first parliamentary republic, democratic, legal and secular state in the Muslim East, was founded.
The proclamation of the republic was the embodiment of the centuries-old statehood traditions of our people in the first decade of the XX century and at the same time, the establishment of our independent national state in our historical lands.
On September 15, 1918, with the military support of the Caucasian Islamic Army under the leadership of Nuru Pasha, Baku was liberated from the Armenian-Bolshevik occupation, which is one of the historical signs of the Azerbaijani-Turkish brotherhood.
During the 23 months of its existence, the Azerbaijan People Republic has ensured the rights of all citizens living in the country, regardless of nationality, religion, class, race or gender, and these human values are reflected in the "Declaration of Independence" of the Republic.
